The Indian cable accessory industry, and who you will meet

Where the plants sit, which institutions sign which document, and what a stand at a trade show does and does not prove.

Where the plants actually sit

Two clusters produce most of what you will be quoted from India. One runs north out of Mumbai through Thane into Palghar district, in Maharashtra. The other sits in Gujarat, around Surat and its special economic zone. A quotation raised in a third city is not evidence of a plant in that city. Ask where the part is moulded, not where the invoice is issued.

The one plant history this reference can document line by line belongs to the manufacturer it is operated with, Gala Thermo Shrink Pvt. Ltd. Heat-shrink tube, moulded shapes, cable accessories and PVC moulding are produced at Palghar, Maharashtra; a second unit at the Surat SEZ in Gujarat makes moulded shapes. Both sites are stated to run an in-house partial-discharge laboratory, a high-voltage laboratory and a general product-testing laboratory. Combined capacity is published as 30 million moulded parts and 9 million metres of tubing a year, with 550 employees. Those are the supplier's own figures. They are a starting position for a factory visit, not a substitute for one.

The clustering has an ordinary explanation. A cable accessory is a polymer part before it is an electrical one: it is compounded, extruded, moulded and expanded, and only then tested at voltage. So the trade grows where tooling, moulding and compounding already exist, which is not necessarily where the cable mills are. One documented plant history is consistent with that reading; it does not establish it for the whole industry, and this page does not claim otherwise. The question to put in writing: at which address will this part be moulded, and is that address named on the ISO certificate you are sending me?

What the cluster learned to make, and in what order

The sequence matters more than the founding date, because it tells you which half of the skill set is older. In the documented case: a PVC-processing factory from February 1979, dip-moulded and injection-moulded PVC components from 1988, heat-shrink moulded shapes from 2001, and commercial heat-shrink tube production from 2007.

Third-party electrical qualification arrives after all of that. UL listed the heat-shrink tubes under File E328538 in 2009 and the busbar shroud and sleeve under File E335936 in 2011. CPRI certified 33 kV heat-shrink joints and terminations in August 2012. MSEDCL approved the range to 11 kV in 2015 and 11 to 33 kV in 2016. The second unit at the Surat SEZ opened in 2011 and a Palghar phase II unit in 2018.

Read across that and you get the shape of the supplier base you are buying from: two to four decades of moulding and polymer practice, and roughly half that much accumulated electrical certification. It is why the moulded geometry is rarely the problem and the certificate scope usually is.

The question to put in writing: what is the date of the earliest third-party type test on the exact construction I am buying, not the date the company was founded?

The institutions on the paperwork, and what each one is actually for

Six bodies issue almost every document you will be sent by an Indian accessory supplier. They are not interchangeable, and a supplier who treats them as interchangeable is telling you something.

CPRI

The Central Power Research Institute is a test house. It reports a result against a stated standard, voltage class and construction. It is not a licence to supply, and it does not expire into a general endorsement. In the file behind this site the CPRI certificate is dated August 2012 and covers 33 kV heat-shrink joints and terminations. If your order is 36 kV, that document does not cover you. Ask for the report number.

ERDA

The Electrical Research and Development Association is the other test house cited on Indian accessory quotations. Its reports are equally product-specific. The one in this file is for the busbar sleeve. It says nothing about a cable joint, a termination or a breakout, and a supplier who offers it as general proof has answered a question you did not ask.

Standards body

BIS

The Bureau of Indian Standards publishes the IS series and licenses the Standard Mark. Verify the current edition and amendment of any IS number before you write it into a specification; an obsolete edition in a purchase order is unenforceable in practice. No BIS licence appears in the published certification list behind this site, which names ISO, CPRI, ERDA, MSEDCL, PGCIL, SEB, EDL and UL.

PGCIL and the state DISCOMs

Power Grid Corporation of India Limited and the distribution utilities run vendor registration, which is a commercial permission, not a test result. It is bounded by scope and by voltage. MSEDCL, the Maharashtra distribution utility, approved this manufacturer to 11 kV in 2015 and to the 11 to 33 kV band in 2016. Two separate letters, two separate bands. Approvals from SEB and EDL are also published.

UL

For an export scope this is the one document you can verify yourself, because a UL file number is searchable without the supplier's help. Two are published here: E328538 for heat-shrink tubes and E335936 for the busbar insulating shroud and sleeve. A file covers listed constructions only, so ask which constructions sit inside it before you rely on it for the part you are ordering.

Management system

The ISO registrar

ISO 9001:2015, ISO 14001:2015 and ISO 45001:2018 are management-system certificates. They record that a process is documented and audited. They record nothing about whether a part passes at voltage. Read the scope statement and the site addresses on the certificate; that is the only part of it that constrains anything you are buying.

SEZ or domestic tariff area, and why it changes your landed cost

One of the two units named above is inside a special economic zone and the other is not. That distinction is invisible on a quotation and it can move your final cost more than the unit price does.

Under India's Special Economic Zones Act, 2005, an SEZ unit is treated as outside the customs territory of India for duty purposes. Which way that cuts depends entirely on where you are. If you are an overseas buyer, the consignment is an export either way and the zone is largely the supplier's administrative problem. If you are an Indian buyer in the domestic tariff area, a supply from an SEZ unit into the DTA is treated as an import into India: you file it, you pay duty on it, and the number on the quotation is not the number that lands in your books.

That is the statutory framework and it is cited here from the Act itself, not from anything the manufacturer publishes. This reference cannot tell you how any particular consignment will be assessed, and it will not guess. Classification and duty treatment are the importer's legal risk. Confirm both with a customs broker, or obtain a binding ruling, before you commit to a landed-cost figure.

The question to put in the RFQ: which unit will manufacture and dispatch this order, SEZ or DTA, and on what basis is duty payable by the buyer? Get it answered in writing before you compare bids, because two quotations from the same company can be answering different questions.

Confirm which show a stand belongs to before you book travel.

Using a show as a sourcing instrument, not a catalogue collection

A stand proves attendance and spend. It proves nothing about a plant. What a five-year run of dated stands does prove is that the company was still trading each of those years, which for a supplier you have never bought from is worth more than it sounds. Use the two days for the things that are hard to get by email.

  • Arrive with your scope written down by voltage class and construction. Ask which of those lines has a third-party type test, and leave with the report number and its date, not a brochure.
  • Ask who owns the tooling for the moulded parts, and at which address they are moulded. A trader hesitates on that question. A manufacturer gives you the address.
  • Ask for the scope of the certificate rather than the certificate. "Do you have CPRI?" gets a yes from every stand in the hall. "Which construction and which voltage class does your CPRI report cover?" does not.
  • Ask which utilities have registered them, and for the approval letter reference and the band it covers. An approval to 11 kV is not an approval to 33 kV.
  • Collect file numbers and report numbers in preference to samples and printed matter. A number can be verified afterwards without the salesman in the room.
  • Book the factory visit at the stand, with a date in it. A supplier who will meet you at a show but not at the plant has already answered your real question.
  • Send one email per supplier the week after, repeating what you were told and asking for confirmation. Only what comes back in writing survives an audit.

Market size: no figure is published here

You will be offered a market-size number for Indian cable accessories, and this reference has none it can source, so it prints none. Nothing behind this page states an industry output, a plant count or a regional share. The figures that are worth having are supplier-specific anyway: annual output of the exact product family, the number of lines running it, and the address of each. Ask for those three, dated and on letterhead, and let the market number go.
