Utility approvals and PSU vendor registration in India

Three documents, three issuers, three different things they prove. Ask in the right order and the evaluation never has to restart.

A certificate, an approval and a listing are not the same document

Three documents arrive in one email and get filed as one. They are not one. A test house issues the first, a utility issues the second, and a buying organisation issues the third.

The confusion costs money in one specific way. A supplier answers a technical query with a commercial document, the evaluation accepts it, and the gap surfaces at inspection with the goods already at the gate.

So ask which of the three you have been sent before you accept any of them. All three look equally impressive as a PDF attachment.

What each document actually proves

Type test report
Issued by a test house — CPRI or ERDA in India. One construction, one voltage class, one test sequence, one date. Ask for the report number and the pages listing the tests, not a covering letter. Reading one properly is a separate skill.
Utility approval letter
Issued by a utility for its own works. Names the supplier, the item scope, a validity period, and often conditions. Ask which voltage bands it covers and the date it runs out.
PSU or consultancy vendor registration
Issued by a public-sector buyer or its engineering consultancy. Category codes, a registration number, an expiry. A gate to bid, not a technical clearance.
Management-system certificate
ISO 9001, ISO 14001, ISO 45001. Issued by a certification body against the company's processes. It carries no product performance claim at all.
Product listing or mark
A UL file number, for example, held against named products. Verify the number in the certifier's own directory. A mark printed on a brochure is not a listing.

Vendor registration at a PSU or its consultancy

MECON Limited is a Government of India engineering consultancy. It designs plants, writes specifications and enlists suppliers against the categories its clients buy. Several PSUs and their consultancies run the same kind of list under their own names.

Registration is a company process, not a product process. You submit constitution documents, plant details, product categories, past supply record and in-house test facilities. The body screens the papers and may inspect the works. Nothing in that sequence tests a kit.

Take the current forms, fees and validity period from the issuing body's own vendor portal on the day you apply. A procedure copied off a third-party page is how applications come back rejected.

A listing lets you infer one thing: this company cleared a documentary screen, against these categories, on this date. It does not tell you that your kit was assessed, that anything was tested, that the entry is still live, or that a buyer outside that body's own projects will accept it.

The record in the table below shows why that distinction bites. That manufacturer's Achilles UVDB supplier registration, AchillesID 00028352, carries seven category codes, one of them 3.7.8.0 — underground cable joints and terminations, 20 kV to 99 kV. Its type test evidence reaches 33 kV. A category band is defined by whoever owns the list, not by what anyone has tested.

Put this in the email: state the registering body, the registration number, the categories registered against, the date of issue and the expiry date, and attach the certificate.

Ask in this order

This order is this reference's recommendation, not any issuer's published procedure. It is arranged so each answer narrows the next request instead of repeating it.

  1. Fix the scope in writing first

    Voltage class, cable construction, conductor size range, indoor or outdoor, and the standard with its edition year. A scope agreed after the certificates arrive is a scope written by the supplier.

  2. Ask for the type test report, then its cover page

    You want the report number, the issuing laboratory, the date of test, the construction tested, and the pages naming the test sequence. A summary on the supplier's letterhead is not a report.

  3. Ask for the utility approval letter

    Name the utility, the item scope, the voltage bands and the validity dates. If your project sits outside the band, the letter does not cover you, however senior the signature on it.

  4. Ask for the vendor registration, if a PSU or consultancy is in the chain

    Registration number, categories, issue date, expiry date. Then verify it with the issuing body rather than with the supplier.

  5. Ask for the management-system certificates last

    ISO 9001, ISO 14001 and ISO 45001, with certificate numbers and the certification body named. They are the easiest of the set to obtain. Asking for them first tells a supplier that nobody on your side is reading the technical evidence.

  6. Ask what has changed since each document was issued

    Compound supplier, moulding tool, curing route, plant, part code. Any one of them can move a product away from the construction that was tested. Get the answer in writing on the quotation.

What this page cannot tell you about MECON

The manufacturer's published document set includes a file titled MECON Approval. No text could be read out of it, so this page states nothing about its scope, its reference number or its validity, and claims no MECON enlistment on anyone's behalf. The master catalogue also names KEMA alongside CPRI, and no KEMA report appears in the published set. Put both questions to the manufacturer in writing, then verify with MECON and KEMA directly.

Every one of these documents ages

Re-approval is triggered by four things. The standard is revised. The utility revises its own specification. The supplier changes the compound, the tooling, the curing route or the plant. Or the validity period simply runs out.

The POWERGRID letter in the table shows what a real one carries. Issued 19 February 2021, valid to 18 February 2022, scope split across two voltage bands by product class, and one process step tied to a named outside works with traceability verified at inspection. None of that is visible from the bare fact that an approval exists.

A published copy going out of date does not mean the approval lapsed. It means you are reading the record of a past decision. Ask for the letter that is current on the day you award. And take the certificate, never the company profile: the same website can carry a current ISO 45001:2018 certificate and an older profile still citing ISO 9001:2008.

The MSEDCL pair makes the voltage point on its own. An approval up to 11 kV, granted in 2015, did not cover 33 kV. A second approval in 2016 did. A buyer holding only the 2015 letter for a 22 kV feeder held nothing; the dates are on the manufacturer's corporate history.

The question almost nobody asks in time: what is the expiry date, and where is the renewal sitting today? Ask at enquiry, then again before the purchase order is released. An approval that lapses between quotation and delivery lands on your inspection report, not on the supplier's.

Copyable clause: the supplier shall furnish with its offer valid type test reports and approval letters covering the exact voltage class, product class and construction offered, and shall notify the purchaser in writing of any lapse, withdrawal or revision during the currency of this order.
